The Illawarra Hotel is looking to host the party in Market Street from 6pm on December 31.
Publican Ryan Aitchison said that while most NYE events were aimed at young partygoers in the 18 to 25 age bracket, this party would appeal to people of all ages.
It will feature live music outside until 12.30am, followed by ongoing entertainment inside the pub into the small hours.
"It falls in alignment with what the NSW government is trying to achieve with activating shared spaces, streets, things like that," Mr Aitchison said, referring to the government's Festival of Place initiative.
He voiced support for Wollongong City Council and what it had done to help bring hospitality back to life post-lockdown.
"They have been the biggest supporters of hospitality coming out of COVID," Mr Aitchison said.
A council spokesperson said the traffic committee considered the proposal at this month's meeting and discussions were ongoing.
Tickets go on sale on Wednesday and start at $49.
