Robert Michael Bronzin, who police say is currently homeless, failed to front Wollongong Local Court on Tuesday on charges of obscene exposure and common assault.
Magistrate Susan McGowan convicted Bronzin in his absence and fined him a total of $800 for both offences.
Court documents reveal the mall's CCTV cameras captured Bronzin acting erratically just on the morning of September 19, pulling at his white long sleeve shirt and kahki pants, which he subsequently removed, to show a pair of green, prison-issued shorts.
The cameras showed Bronzin grab his penis on the outside of his shorts ay 7.38am and make thrusting motions as two people walked by.
Moments later, he removed his penis from his shorts and began waving it around. The lewd behaviour lasted for about half a minute before Bronzin tucked his penis back into his shorts.
The court heard Bronzin repeated his actions at 7.42am, again removing his penis from his shorts and "playing with himself" for about 30 seconds while walking around.
Bronzin was seen to repeat the same behaviour at 7.45am and 7.47am.
Meanwhile, a man walking past Bronzin noticed his crude actions and saw that he was doing it while looking in the direction of a woman and child walking nearby in the mall.
The man began yelling at Bronzin, demanding to know what he was doing.
"At this time, [Bronzin] stormed towards the witness, yelling and swearing at him," court documents said.
The man began yelling back at Bronzin, who lashed out in retaliation and attempted to hit him.
The man struck Bronzin several times in self-defence, however Bronzin eventually grabbed the victim in a headlock before they both tumbled to the ground.
The man gained control over Bronzin and managed to hold him down until they both separated and walked off.
Meanwhile, police arrived a short time later and spoke to Bronzin, who told them he'd been assaulted after "showing his penis to a lady in a grey jumper and black pants".
Police later discovered this was the woman who had her child with her and who had been the subject of Bronzin's earlier gaze.
Bronzin was subsequently treated for injuries he received during the wrestle with the witness.
Police issued him with a court attendance notice upon his release from hospital.
