The case of an Illawarra man and former Scout leader accused of repeatedly raping two girls more than 20 years ago will head to the NSW Supreme Court after police lodged a stay against a magistrate's decision to grant him bail.

The man, who cannot be named for legal reasons, is alleged to have molested one girl while living with her mother in the late 1990s, then the second girl, a family friend, while she was visiting their family home.
Documents tendered to Wollongong Local Court reveal the man moved in with the first girl's family in 1996 and soon became the "father figure" in the household.
About a year after moving in, the man began asking the girl to "do his back", allegedly referring to a light massage.
It is alleged he used this as cover to get the then-12-year-old girl alone, at which time he began sexually assaulting her. The alleged abuse became frequent and last until she was 15 years old.
The girl told police she used to put a pillow over her head whenever the man raped her.
She claimed he used codewords to initiate a sexual encounter, including telling her he wanted a back rub "my way", which allegedly meant masturbation, and "my my way", which allegedly meant penile/vaginal sex.
She told police the man allegedly raped her 15 to 20 times over the next few years.
On one occasion she recalled asking him to buy her a new pair of pants, allegedly prompting him to tell her she had to give him"two minutes of my my way" as payment.
On another occasion when she asked if she could stay at her boyfriend's place for longer than originally planned, he allegedly told her "2MM" which she told police she knew meant "two minutes of my my way", the court documents said.
Meanwhile, around the same time, the man allegedly twice molested a family friend, one while she was at his house.
The court heard the first alleged victim made a report to police in October this year, prompting detectives to launch an investigation.
The alleged victim, now aged in her 40s, met the man outside his home on Thursday afternoon at the direction of police, while wearing a secret recording device.
When she asked him about his alleged crimes against her, he replied "there's not a lot I can do about it now" before telling her "I can't take that back. I apologise profusely ... I cannot take any of it back. If I could take it back I would".
The man was arrested at the end of the conversation and taken to Lake Illawarra Police Station where he was charged with six counts of aggravated sexual assault, victim under 16 years, and five counts of assault with an act of indecency.
He was remanded in custody overnight and was granted strict conditional bail by Magistrate Claire Girotto on Friday, however police lodged a stay against the decision, meaning the man must remain behind bars and make a further application for bail before the NSW Supreme Court.
