It's believed the tandem skydivers went to land on the sand, but caught the top of nearby pines before being thrown back onto the beach.
NSW Ambulance inspector Norm Rees said the pair landed heavily on the northern end of the popular spot, near Stuart Park.
"As a result we had a 55-year-old male heavily concussed and has no recollection of the event," Inspector Rees said.
"The younger man he was guiding was also injured. The 27-year-old received facial injuries, chest injuries, pelvic, suspected spine and injuries to his leg and femur.
"We've checked him out and stabilised him at the scene and he has been transported by road to St George Hospital."
Police and Fire and Rescue NSW (FRNSW) crews were also on scene to help from about 3.30pm.
The tandem skydivers were attempting to land on the beach near Stuart Park.
A sudden gust of wind pushed them off course and they clipped a Norfolk Island pine tree, causing them to land heavily on the sand.
Fire crews used a piece of equipment referred to as "Mule," basically a stretcher on wheels, to transport the most seriously injured male from the beach to the ambulance where he was assessed by NSW Ambulance paramedics.
SafeWork NSW is investigating the incident.
Acting Superintendent Tim Hassiotis from Fire and Rescue NSW (FRNSW) said this is a timely reminder that calling Triple Zero (000) when you are involved in or see a crash can be the difference between life and death.
