Called Eye on the Horizon, Braham Stevens' work honours soldiers who defended the Australian coastline during World War II.
The site of Hill 60 at Port Kembla was chosen because of its use as a military precinct.
It has been developed to look like a large-scale curved lens with its centre capturing what would be reflected in a soldier's eye as they scanned the horizon for enemies.
"As a young boy back in the late '70s exploring the Hill 60 headland and tunnel network on an annual holiday left an indelible impression," Stevens said.
"The opportunity to develop a truly modern and stylised large-scale sculpture that also speaks to the central World War II historical themes was both challenging and rewarding.''
