James Hillier, who captured the moment and posted a video on TikTok of the incident, said the water went at least 40 metres high before bucketing down on the unsuspecting people below.
"It was surprising to see that those watching from just behind the fence seemed shocked when they copped a drenching. We were there about half and hour and it happened about two or three times," he said.
"Apart from a few scrapes and bruises on arms and legs, and maybe some hurt egos, no one seemed to be hurt too much.
"Most people made their way further up the viewing platform soon after."
Canberra resident Mr Hillier and his wife Karina are spending the weekend in Kangaroo Valley to celebrate their wedding anniversary.
He said they got more than they bargained for when they dropped by Kiama Blowhole on Saturday.
"I've seen the Blowhole a few times about 10 years ago and it was quite tame. It was far from tame for Karina's first time. I've never seen it that big. It was quite something," Mr Hillier said.
At time of publication almost 350,000 people had seen or shared the TikTok video.
Many could see the funny side of the video but some used the incident to highlight the dangers of the popular tourist site, which has a fenced-off viewing area and warning signs.
One resident took to the Kiama Community Facebook page to express her concern at seeing multiple videos of Kiama Blowhole visitors being knocked off their feet.
"I know for some this is entertaining, but does council ever close access off to the blowhole? Someone could be seriously injured or even washed onto the rocks," she asked.
In response another resident said "If people stay in the viewing area they will not get washed in as there is a fence around the perimeter".
