The Organisation for the Rescue and Research of Cetaceans in Australia (ORRCA) reported that the whale was spotted at 11.30am on Wednesday, May 4 about three kilometres east-northeast off Hill 60.
It had three to four white and yellow buoys attached to its body.
The species of whale cannot be confirmed at this time.
ORRCA members are out at vantage points and headlands on Wednesday afternoon, trying to find the whale and track it.
ORRCA asks that anyone out along the coast in the coming days keeps an eye out for the whale.
If it is seen, report it to the rescue hotline on (02) 9415 3333; a photo or video or GPS location are desirable.
People should not approach the whale: there is a 100-metre exclusion zone around whales, which extends to 300 metres if they have a calf and 500 metres if they are entangled.
When it receives news of an entangled whale, ORRCA reports the information to the National Parks and Wildlife Service, who free the animal.
