Plans for a plush golfing complex at Avondale have been given the green light by planning assessors. The Southern Joint Regional Planning Panel (JRPP) yesterday approved an 18-hole Greg Norman designed course for the former Huntley Colliery site. The plans also include a clubhouse, 60 stay and play lodges, tennis courts and a biomechanical sport and education centre. The proposal was put on hold at the October JRPP meeting after panel members requested more information from developers HTT Huntley Heritage. The issues panelists raised included: the ownership of a proposed underpass below Avondale Rd; the impact of the proposed in-ground irrigation system at the northern end of the course on Aboriginal heritage; and zoning in relation to the Illawarra escarpment.A report presented to yesterday's meeting outlined changes to address each issue, including implementing a travelling irrigator to replace the in-ground model and the proposal to sell the underpass land to the developer. The report also identified that overlays of the development plans against the Illawarra Escarpment Management Plan showed a portion of one of the fairways encroached on escarpment land zoned for environmental conservation. The panel considered the overlay minimal and said the recreational use of the fairway would not impact on the conservation of the land. However, panel member David Winterbottom wanted it recorded that the panel's approval of the minor zone encroachment should not be used to suggest support for any future rezoning applications. All five panel members voted to endorse the proposal, with panel chair Pam Allan saying the additional information "adequately dealt with" the concerns that had been raised.Calls to HTT Huntley Heritage were not returned.Meantime, the JRPP also approved second-stage additions to WIN Stadium's western grandstand and a 15-storey commercial and residential development, both in Harbour St.The stadium development will allow seating for an extra 3538 spectators, bringing the total new grandstand capacity to 5774.The residential complex, 47.6m high and just 200mm under Wollongong City Council's 10-storey administration building, will become one of the tallest developments in that area.
