Neighbourhood forum leader quits over Dapto project

A community advocate plans to resign over a major road building program at West Dapto, claiming authorities have steamrolled the views of residents.

Dapto Neighbourhood Forum convener Gordon Cooke said Wollongong City Council had ignored public concerns over the West Dapto Access Strategy.

The $72 million project, including a new bridge and roadway, is designed to open up new housing and create employment for 17,500 extra residents over the next two decades.

Construction will begin in August, and will include a $16 million bridge and roadway from Fairwater Dr to Cleveland Rd and an extension of Fowlers Rd to Marshall St.

The work was fast-tracked in January after the council accepted a $26 million loan from the State Government.

It was a condition of the loan that work be completed within 18 months.

But Mr Cooke claims residents have been sidelined in the rush to do the work.

"They haven't responded to calls for a public meeting - they have put their proposals in place, and for those interested in the problem, it falls short of what should have been done," Mr Cooke said.

"(The plan) will service new developments in the short term, and provide developers with an access strategy, but it does very little for the people who have resided in Horsley for the last 20 years."

Mr Cooke criticised the shelving of the proposed $70 million Fowlers Rd Bridge, and said a $15 million road link between Fairwater Dr and Cleveland Rd would endanger students by increasing traffic past Dapto High School and Dapto Primary School.

But the council's general manager, David Farmer, said a reduction in the number of homes in the first stages of the land release meant the bridge link was no longer necessary.

"At a cost of $30 million, the new access strategy provides three options in and out of West Dapto for half the price of the Fowlers Rd Bridge," Mr Farmer said.

He defended the council's record of community consultation, citing a public meeting held at Horsley in May and numerous drop-in sessions and information kiosks, which had attracted 360 people.

Mr Farmer said the council was seeking to change draft designs to address the community's concerns about school safety.

But he noted a Fowlers Rd Bridge would carry the same quantity of traffic past the primary school.

Don't resign, Gordon! I don't know you and have only just read of your struggle against an unsympathetic development being foisted upon your area by an unthinking bureaucracy. But I do know your community needs you! Of course you're over it, and the tempting thing to do is walk. But what will that achieve beyond a few seconds of bad press for the council (can that organisation absorb any more bad press?) and then all will be forgotten and your community will be exposed to the next project - probably already in the pipeline. And without you to help them fight it.

Come on, Mr.Cooke! Bureaucracy is frustrating, but, let's face it, getting the huff and resigning will achieve nothing positive. Hang in there and see it out. Councils are not invincible - and neither are Administrators.

I'm sure Gordon Cooke is genuine and passionate about the issue, but like so many people in his position, he wrongly believes consultation means agreement - and it doesn't. Community consultation is no different to any other form of input gathering by any organistion. At the end of the day the people who must make the decisions (and carry the credit or blame / liability) must make a decision based on all the opinions they've heard - it does not mean they will agree with those opinions. In this instance no public figure is going to authorise spending $70 million and more to build a bridge, when they have an alternative that costs $30 million - even though it may not be an ideal solution. That's just the way things work in the real world. It's better to at least get something happening now, than having endless years of debate with nothing ever getting done - while costs just keep climbing. There's been more than enough talk.. now let's have some action.

Gordon you are not the first Forum Convenor to resign in disgust. Mr Hesse has already resigned in disgust months ago from the Forum 7 and we now have a temporary convenor with an attendance last month of 5. The Unanderra area doesn't even have a Forum meeting to my knowledge. Does this not tell it's own story about the quality of WCC's consultation WITH it's community!

We had very good neighbourhood meetings before the ex-councillors put their pennies worth in and had them stopped. The reason for that was we were getting too smart for them and were asking some hard questions that they didn't want to answer. I gave the meetings away ,as a waste of time.

Everybody in Dapto, should rally with Mr Gordon Cooke on a certain date, and I mean everybody that is going to be affected by new homes and traffic congestion, and that will mean all of us, on a given day. Have they still got the cab rank near Dapto pub? Dont like going that way.Hee! hee!

The State Government shouldn't have ignored Councils objections to putting the high school where it is. Regardless of which option is taken to improve access to Dapto, all roads lead to the new high school. Good one labour!
