Now all diversions have been lifted and the highway has reopened, traffic has returned to normal.
The highway has been closed since mid morning to allow the NSW Police Crash Investigation Unit to investigate the incident.
An ambulance spokesman said a male motorcycle rider had sustained major leg fractures in the accident which occurred around 11.17am.
The man was airlifted by rescue helicopter and transported to Liverpool Hospital in a serious but stable condition.
A Transport Management Centre spokesman said eastbound lanes remained blocked with local diversions for eastbound motorists in place via Jamberoo Mountain Road.
He said the diversion was not suitable for heavy vehicles, so those vehicles wanting to make an east-to-west crossing should consider using Picton Road as an alternative.
He advised motorists to exercise caution and allow additional travel time.
