Shellharbour councillors will vote on the design at a meeting on Tuesday night, but the Wave concept has been recommended after a community engagement program.
Lacoste+Stevenson and DesignInc, the architects appointed to the project, presented three concept designs to the community called Shell, Escarpment and Wave.
There were 245 online surveys completed, with Wave proving the most popular.
Feedback was also taken through focus groups, at kiosks and schools.
The Wave concept has the new library facing onto College Avenue, and the main roof ‘‘undulates with the form of a wave’’.
The concept is designed to help activate College Avenue and a new city square.
With a construction cost of $45.9million, Wave is more expensive than Shell ($41.7million), but cheaper than Escarpment ($46.3million).
The city hub precinct is located on the corner of Cygnet and College avenues and aims to provide civic and cultural facilities that will complement the commercial, retail and residential development in and around the Shellharbour City Centre.
The hub will provide new administrative offices, a library which incorporates a museum, a civic auditorium, new council chambers, community meeting rooms and facilities.
In August next year the council will vote on the construction contract.
The hub is due for completion by the end of 2016.
