A group of friends from Wollongong were driving a 4WD through Lowes Mount State Forest near Oberon on June 7 when the car left the trail and rolled.
The girl was ejected from the vehicle and died at the scene.
Two male passengers suffered minor injuries; a 21-year-old man was taken to Bathurst Hospital as a precaution while the other did not need medical treatment.
A third man, 20, was airlifted to Orange Hospital with serious head and abdominal injuries.
The 24-year-old male driver was taken to Oberon Hospital with minor injuries.
On Monday, police arrested the driver at Wollongong Police Station.
He was charged with dangerous driving occasioning death; dangerous driving occasioning grievous bodily harm and driver not disclose identification of passenger.
He was granted bail to appear at Wollongong Local Court in August.
