It is the third in a series of town centre plans released by the council.
The Albion Park Town Centre Plan and Shellharbour Village Centre Plan were endorsed by the council in 2014.
The Oak Flats plan recommends increasing height limits for the town centre from 11 metres to 15 metres, although the council would have to formally change its local environment plan to allow this to happen.
It also proposes removing the former baby health centre on the corner of Central Avenue and Fisher Street and establishing a "public space" on the site, although this would also be the subject of future council reports and budget considerations.
The plan proposes enhancing the Oak Flats Public School fence to complement the future character of Central Avenue.
The council's senior strategic planner Michael Tuffy said there was support from the project control group and the community for removing the former baby health centre and establishing a public space on what is the northern edge of the Oak Flats Library.
Mr Tuffy said key points noted by the community include reducing vehicle speeds along Central Avenue, addressing vandalism and safety, a desire for good public art and better youth facilities.
