Fairfax Media revealed on Thursday that the Office of Liquor, Gaming and Racing is evaluating the state-wide 10pm bottle shop closing time only a year after it was introduced.

The restriction was imposed as part of a suite of anti-violence measures last year, including 1.30am lockouts and 3am last drinks, in response to the deaths of teenagers Thomas Kelly and Daniel Christie in Kings Cross.

The evaluation is under way despite legislation for the measures not being due for statutory review until February next year.

Toby Hall, chief executive of St Vincent's Health, said it was "too early to be evaluating just one of the impacts".

"When you make the sorts of changes that have been made, you need to leave enough time for the whole suite of measures to be tested to see if they work as a package," he said.

It is understood complaints have been made by smaller hotel owners in rural and regional areas who say the measure is significantly reducing their revenue.

Mr Hall said there is a difference between "large corporate-owned" liquor stores and a local liquor outlet "in a genuine small community".

"One of the things we've said that should happen in the [statutory] review is that it should be done state wide and lock out laws and bottle shop policy should be tailored to the local community," Mr Hall said.

John Green, director of liquor and policing at the NSW branch of the Australian Hotels Association, said country pubs "have unintentionally been impacted by this Kings Cross/CBD legislation that really has nothing to do with them".

But Mr Hall warned against any widespread roll back of the 10pm curfew, "particularly in communities with wider prevalence of bottle shops, that have an impact on the level of alcohol-related violence and particularly domestic violence".

The government says it has "no intention of making any changes" to the policy before the February 2016 review.
