But a Roads and Maritime Services (RMS) spokesman said the community had been made aware of this months ago.
The ramps are a northbound off-ramp to the Illawarra Highway and a southbound on-ramp from Tongarra Road.
The preferred route map states these ramps "may not be needed until a later stage".
Ms Watson said this indicated these two ramps may never be built.
"The people of Albion Park look like they're about to be sold out by the state government," Ms Watson said.
"There is no guarantee that these two entry and exit ramps will be included in the final build for the bypass.
"I would suggest that the people of Albion Park ensure they place maximum pressure on their local state MP to guarantee that those two ramps make it onto the final design and are built at the same time as the bypass.
"They don't have that guarantee at this stage," Ms Watson said.
The RMS spokesman said the information about the exit and entry ramps at Albion Park "has been available to the community since late last year".
He said no decision on those ramps had been made.
"The bypass will have entry and exit ramps which work best for all road users," he said.
"The northbound exit ramp and southbound entry ramp at Albion Park are being assessed as part of the Environmental Impact Statement."
Kiama MP Gareth Ward, in whose electorate these ramps would be located, blasted Ms Watson, saying she had no credibility on the issue.
"As far as I'm concerned the member for Shellharbour and the Labor Party have absolutely no right to comment on the Albion Park Rail bypass," Mr Ward said.
"I will not be lectured by the member for Shellharbour on things she failed to commit to and that we are delivering."
"The EIS [Environmental Impact Statement] will be out shortly, we're continuing to consult with the community and we're working on property acquisition."
