Emergency services were called to Taylor Road about 5am after a Honda Accord became trapped in floodwaters.
The driver, a 33-year-old Werai woman, was arrested at the scene after returning a positive breath test.
She was taken to Lake Illawarra Police Station where she submitted a breath analysis of 0.076. She was charged with low-range drink-driving and is due to appear at Port Kembla Local Court on July 6.
Police will allege that the woman drove past two roadblocks warning of floodwaters on the Illawarra Highway and Taylor Road, before becoming trapped.
