Fire and Rescue NSW were called to the residence on Heaslip Street after 4pm, with reports of a fire on the second level.
Crews on scene said the fire was “a working fire”, and were initially checking the upper level for elderly residents who may have been inside.
However, this was declared “all clear” after a search.
With large flames visible from the street, the fire attracted attention from many residents and passing motorists, as police blocked off the road.
The fire was contained to the second level unit at the front of the eight-unit block by about 4.40pm, crew on-scene said.
It was extinguished by 4.50pm.
Paramedics responded, with initial reports a patient required treatment for severe facial burns.
They treated two patients and transported them to hospital.
