The boy was found by members of the public around 11.40am Sunday on a public four-wheel drive track.
The members of the public contacted triple-zero to alert search teams.
The track where the boy was found is about 5km southwest of where he was last seen.
The boy is being flown back to the command post where he will be reunited with family and assessed by NSW Ambulance paramedics.
Earlier: A search is underway for a missing boy near Mudgee.
James Skillen, aged 3, was last seen about 5pm on Easter Saturday at a campsite on a property on Old Ilford Road, Razorback, about 69km south of Mudgee.
Police were alerted when he could not be located and concerns are held for his welfare.
Officers from Orana Mid-Western Police District and Police Rescue, together with NSW Ambulance, the Rural Fire Service, NSW State Emergency Service and the NSW Volunteer Rescue Association, have conducted an extensive search of the area, but have not been able to locate the child.
James is described as having a fair complexion, about 60cm tall, green eyes and sandy blonde hair in a buzz cut.
He was last seen wearing dark blue shorts and t-shirt and carrying a yellow back pack.
Anyone who sees James or believes they know his whereabouts is urged to contact police.
