The upgrade, which will also improve traffic flow, will provide parking spots on the western side of Cliff Road as well as a loading bay.
Movable bollards will also be installed and the pavement upgraded.
From July there will be limited access to the car park when essential gutter and kerb works take place, however parking at Stuart Park along Cliff Road will be available.
Works will begin with the replacement of the shared pathway in Galvin Park.
The council said it expects the work to be complete by the start of the summer swimming season.
