Gameiro joins the Roar for next season after missing City's 2016-17 campaign with an ACL injury, which was his third knee reconstruction in four seasons.
He was axed by City in May and hasn't started a match since November 2015.
The 24-year-old, a former Australian youth representative, has 33 A-League caps after also spending time at Sydney FC and Wellington Phoenix.
Gameiro is expected to begin pre-season training with the Roar on Thursday.
"The opportunity to come to the Roar, who I know are a tight knit club, is the ideal environment for me to re-establish myself," Gameiro said.
“I want to start pre-season strongly and work hard at training to improve my game.
"As a striker, I look forward to being coached and learn from John Aloisi. I’m not here to lose, I want to win in everything I do."
Gameiro joins former Melbourne Victory defender Fahid Ben Khalfallah as the club's major off-season signings, while Thomas Broich, Jamie McLaren, Brandon Borrello and Tommy Oar have departed.
