Katherine Koulouris, 29, of Morwell in Victoria appeared in Wollongong Local Court to plead guilty to two counts of failing to stop for police, driving recklessly and driving a car without the owner's consent.
Court documents said police discovered Koulouris on Picton Road after responding to a call of a woman walking along the road with a petrol can in her hand.
Police arrived at the location and found Koulouris on the roadside with a black Ford Territory, and asked for proof it was hers.
Stating it was inside, she went to the car, locked the doors and then drove off.
After a short pursuit police lost her, with another car spotting her at Unanderra around a half-hour later.
A second chase ensued, which was called off after Koulouris reached speeds of 100km/h in a 50km/h zone.
The car was found abandoned at Mt Kembla and Koulouris was discovered a short distance away walking her two small dogs in a reserve.
According to police facts, she said she'd driven off because "she did not want to lose possession of her dogs".
She had also confessed to stealing number plates from a car in Queensland and affixing them to the Territory.
In court on Tuesday her solicitor said she had bought the Territory for $1000, only later to find the person selling it to her "wasn't entitled to sell it".
Magistrate Walker told the court that Koulouris could be looking at a stint in jail for the crimes when she came back to court for sentencing.
Koulouris will return to Wollongong Local Court for sentencing on August 16.
