Lake Illawarra police officers were targeting shoplifting at supermarkets and other retail outlets across the district.
Anti Theft Unit officers conducted a plain clothes operation in conjunction with plain clothes security officers from particular businesses at Warrawong.
According to the National Retailers Association, shoplifting, robbery and vandalism costs Australian businesses up to $9 billion every year.
Lake Illawarra's crime prevention officer Sergeant Peter Northey said police understood these were difficult times for some in the community, but "shoplifting was a crime that hurts not only businesses but in the long term the entire community and it won't be tolerated".
"There are many charitable and government agencies within the Illawarra that can provide food, essential grocery items and financial support," he said.
"Lake Illawarra police will continue to be out in force, working with local businesses to prevent theft."
The ten people are expected to front court in coming weeks.
