Police allege the man failed to quit the club on August 7 when staff noted his Victorian drivers' license and, in line with public health orders, refused him entry.
He allegedly coughed into his hand, in the direction of staff, and made threats related to coronavirus.
Lake Illawarra Police were contacted and began inquiries. The man was arrested in Dapto Wednesday morning and later granted bail, to appear before court next month.
Health authorities determined the man's visit posed no actual threat to public safety, and did not require him to be tested.
Lake Illawarra licensing sergeant Gary Keevers said club staff acted properly.
"They were doing the right thing in declining this person entry," he said.
"We take spitting and coughing as quite serious threats when someone's claiming ot have COVID-19."
