The Dragons have approached the NRL with a view to signing the controversial player to a two-year deal.
Cr Brown, a noted supporter of the LGBTQI community, said there was no way she could support a team "who was aligning with that individual".
"It's not a good look and I think they need to seriously consider the message that that sends to their fanbase," Cr Brown said.
"I don't care how they play, if that's their attitude I'm not associated with them.
"The NRL has had issues with domestic violence, with sexual assault and now they want to go down this path, I think people will start to move away from rugby league."
The Deputy Lord Mayor has a personal connection to the LGBTQI community but said signing Folau would affect a lot of St George Illawarra fans.
"Even on Australia Day I had a young man come up to me and talk to me about the rainbow crossing and how much it means to them," she said.
"So it's not just in my family, this affects a lot of people and the message that you can be homophobic and that's okay as long as you can play football it's just not good enough."
