The proposed three-storey building, if approved, would be constructed on an empty lot of land at 429-431 Princes Highway, which once held a service station.
It would contain six food and beverage outlets on the ground floor, a fitness centre on the first floor, and a childcare centre with capacity for 110 children on the top floor.
The fitness centre would feature a 25-metre swimming pool, massage rooms, a spa and sauna, and changing rooms, bathrooms and a shower room.
The childcare centre would provide 50 spaces for children aged two to three, and 60 places for children aged three to five.
It would operate Monday to Friday, excluding public holidays.
"The site will play a valuable role in servicing the community of Woonona and motorists that travel along the Princes Highway by providing valuable child care and recreational services whilst also increasing commercial opportunities including the introduction of food and drink premises and a fitness centre that will service nearby residents and the broader locality," a report submitted with the application said.

The plans include 100 car parking spaces, most of which would be at basement level.
The building's top level would be set back in accordance with Wollongong City Council's preference, as the streetscape is predominantly comprised of two-storey buildings and the proposed centre would be situated close to heritage buildings.
The application said the building was designed with articulated facades, materials and finishes that were "consistent with that existing in the area while being contemporary in character".
It also said there would be no detrimental impact on nearby intersections.
The development application is on exhibition at the council's website www.wollongong.nsw.gov.au until Thursday, April 29.
