Wollongong's Safe Haven is still operating and accessing its services is a permitted reason to leave home under the public health order.
Illawarra Shoalhaven Local Health District mental health director Julie Carter said people's concerns around breaching the restrictions had seen attendance at Safe Haven drop off.
But the lockdown could be contributing to the issues people are experiencing.
"We do know that is is having an impact on people's mental health," Ms Carter said.
Service leader Mark Ellis said anxiety could play into suicidal ideation.
"Isolation's a big thing," Mr Ellis added.
Safe Haven is a drop-in, non-clinical alternative to the emergency department for people in crisis, where they can talk to peer workers who themselves have gone through suicidal distress.
"It's warm, it's comforting, it's welcoming," Mr Ellis said.
He said having workers who had had similar experiences fostered a deeper level of trust.
"It's like an automatic connection," he said.
Visitors can talk to a peer worker, gain help in practising meditation, use multisensory equipment to disconnect from their emotions, or simply make use of the safe environment.
Mr Ellis, who himself had experienced suicidal ideation, said it was an honour to help people at their most vulnerable.
He assured those who visited that the service followed COVID-safe procedures, including the use of masks, QR codes, sanitiser, and cleaning.

Help is also available from Lifeline on 13 11 14, the NSW Mental Health Line on 1800 011 511, and the COVID Mental Wellbeing Support Service on 1800 512 348.
