A Wollongong shop owner who continued to open for normal trade despite lockdown is among those police have fined for breaches of the public health order.

Wollongong Police District commander, Superintendent Evan Quarmby, said police wanted to congratulate the community as a whole for their compliance with the restrictions.
"Unfortunately, there are still people who continue to breach these restrictions and we still find ourselves daily in a position where we have to take action against those people," Superintendent Quarmby said.
He said one of these people was an owner of two local businesses, who refused to comply with the order to open for click and collect shopping only.
Tradespeople who left their worksite and went "down to the local beach for communal fish and chips" were also fined, Superintendent Quarmby said, as were families who had travelled from areas of concern to the Illawarra for lunch.
"A good day for the police is where we don't have to issue a ticket at all," he said.
"Unfortunately in this current environment, and sadly, we don't have many good days.
"We are out in force, we do have extra police patrolling our key areas, and we will take action against people who are in breach of the public health orders."
But he said the majority of people were doing the right thing.
Illawarra police are also checking on people who should be isolating at home.
Despite NSW hitting a daily high of 681 new locally acquired cases, none were recorded in the Illawarra in the 24 hours to Wednesday night.
