A bystander said five ambulances were at the scene, along with two rescue helicopters.
Three lifesaving rescue boats and three surf skis were on standby. Surf Life Saving NSW said a search and rescue exercise was happening in the area at the time, which mean IRB's were able to react and arrive on the scene quickly.
A boat was seen towing what appeared to be a smaller capsized boat into shore.
A witness said the beach was busy with nipper training at the time and several families enjoying a swim.
However, the weather turned cloudy just before the incident.
Emergency services remain on scene, conducting inquiries.
The incident took place in the same area where another boating tragedy occurred 15 months ago, in which a man and a young boy lost their lives.
