Expressions of interest will be called for shortly for two sites on Wollongong Harbour, which have been given the green light for revitalisation under newly released development guidelines.The guidelines, prepared by architect Chris Johnson, identify five locations in the heritage-listed harbour with potential for limited "sympathetic development".Lands Minister Tony Kelly said submissions would soon be invited for the initial part of the revitalisation plan, to be staged in Belmore Basin's northern bay and a V-shaped site in the east.The guidelines suggest fixed moorings could be built to cater for extra boats in the bay, while a V-shaped building could connect the two levels on the other site.Long-term plans to reduce the "intrusive nature" of the harbour's existing co-op building and car park have also been mooted, along with additional buildings relating to maritime activities for the central pier area to the basin's north and kiosks or temporary-use sites along the roadway on the south.Mr Kelly said any development would have to comply with the guidelines and a conservation management strategy, completed by North Sydney-based heritage architect Jean Rice."The strategy was prepared following guidelines provided by the NSW Heritage Council," he said. "It is an important document that will guide all future decisions in relation to maintenance and new construction."The precinct's harbour and crane pedestal, two lighthouses, Flagstaff Hill and fortifications, Brighton Lawn, the old courthouse and several historic sea baths were included in a listing on the State Heritage Register last year.South Coast Labour Council secretary and Reclaim Our City spokesperson Arthur Rorris said he was disappointed the State Government had not given the community a chance to look at the guidelines before its release."They're putting the cart before the horse; they need to step back and open up the guidelines for public comment," he said.In 2008, a 12-member Harbour Consultative Committee was formed to look at development in the precinct and their findings informed the guidelines.Last year, a spokesperson for Mr Kelly's office confirmed six expressions of interest previously lodged for the harbour's revitalisation were "down the chute". Mr Kelly yesterday said all expressions of interest would have to be resubmitted.He could not confirm when expressions of interest would go on public display.WOLLONGONG HARBOUR DEVELOPMENTSSITE AArea around existing co-op building including carpark to the west. The current building could be modified to reduce its intrusive nature and a new building could be constructed in the existing car park. Uses could include recreational food and drink, whale watching, boating and fishing.SITE BV-shaped area east of Belmore Basin.A building could connect the two levels on the site. A new building could be constructed on the current car parking/storage area. Uses could include diving, authentic tourism retail or food and drink.SITE CCentral Pier precinct north of Belmore Basin. This site can accommodate several buildings that relate to maritime industries, including boat building, boat repairs and tourism.SITE DAlong roadway south of Belmore Basin adjacent to the cliff face. The large structures that loaded coal onto boats were located here and these could be represented by new structures. A maximum of four kiosks could be located close to the cliff face.SITE ENorthern bay contained by the northern breakwater.There is potential to restructure the area to enable more capacity for boat moorings. This may require a small jetty to provide small boat access.NB Other parameters are listed pertaining to size, look and encroachment of buildings.
