Kiama Municipal Council's draft plan combines the current individual plans for Jones Beach and Cathedral Rocks reserves into one.
In recent years a number of trees in the reserve area at the south end of Jones Beach have been poisoned and hacked by vandals, including a 30-year-old Norfolk Island pine.
The council hopes that forming a Landcare or similar group will bring benefits for the aesthetics of the area, as well as native fauna.
Kiama Mayor Brian Petschler said key issues in the draft plan were access points to the southern end of the beach and the types of vegetation to be planted along the whole of the beach.
Also at issue are a number of unauthorised stairways built on the reserve without council permission and the need to provide buffer zones in cliff-top areas.
The public exhibition period will run until Tuesday, April 29, with a public meeting to be held as part of the exhibition process.
A Kiama council spokeswoman said no date had been set for the meeting, however it would be before the close of the public exhibition period.
The draft plan will be available from kiama.nsw.gov.au or at the council's administration centre in Manning Street, Kiama.
Submissions will be accepted until 4pm on the closing date.
