In a club video package, pathways director Ian Millward, a key figure in the Dragons’ contract negotiations, declared “Kieran won’t be a Dragon in 2017”.
A number of clubs have been linked to signing Foran, who left Parramatta early this season to work through “some personal issues”, including Souths and the Warriors.
St George Illawarra still have Josh McCrone and Drew Hutchison as halfback options next year, after not renewing Benji Marshall’s contract.
Missing out on the finals series, the Dragons were boosted by re-signing State of Origin forward Tyson Frizell until the end of 2020, while luring Souths hooker Cameron McInnes for two years.
Millward remained upbeat about keeping boom young prop Luciano Leilua in red and white, declaring the Dragons won’t be outbid as negotiations continue.
