Police were called to Wilson Street about 5.35am on Saturday to reports a woman had climbed scaffolding and was attempting to access a locked balcony door.
She was not a resident of the unit block, according to police.
Officers told the woman to come down, but she allegedly ignored the requests and climbed further up the scaffolding.
Police then climbed up the scaffolding in order to place her under arrest.
During the arrest it is alleged she assaulted a police officer by kicking him in the head.
It is further alleged that while being taken to a police caged vehicle, the woman kicked another police officer in the leg and used offensive language.
As a result of the assault the police officers did not suffer any lasting injuries.
The woman has been charged with assault police, offensive language and trespass.
She has been refused bail to appear in Wollongong Local Court on Saturday.
