Emergency services were called to the intersection of Flinders Road and Bellevue Street around 6.45am and found a 28-year-old motorcyclist under the bus with injuries to his head, neck, chest and pelvis.
The Nowra man died at the scene.
There were no passengers on board the bus at the time of the crash and the driver has been taken to hospital for mandatory testing.
NSW Ambulance Inspector Faye Stockman described the fatal accident as "horrific".
"This was a horrific job for paramedics and all emergency services," Inspector Stockman said.
"This is a tragic loss of life which hits the South Coast community hard.
"The NSW Ambulance special operations unit were amazing in giving the patient the best chance."
She said the Toll NSW Ambulance Rescue Helicopter was called to the scene with a specialised medical team on board.
"Despite the best efforts of paramedics and our on board doctor, the patient tragically died at the scene," Inspector Stockman said.
A report will be prepared for the coroner.
