The promising Warilla runner showed that last year's Australian All Schools Championship victory was no fluke by winning again on Sunday.
Chelsea grabbed the spotlight 12 months ago by winning the girls under-14s 400m race in a record time of 55.88 seconds in Cairns. She emerged victorious again in 2019 - this time in Perth - finishing in 56.35s.
"It was more special for her winning this year," Chelsea's mum Kayla Ezeoke said.
"She was very nervous, there was a lot of pressure being the reigning champion, but she handled it well. Chelsea was also part of the NSW [under-14s girls 4x100m] relay team that won."
Chelsea was one of nine Illawarra athletes who headed to Western Australia for the three-day competition.
Delta Amidzovski had a dominating presence at the three-day championships.
Despite being hampered by hamstring issues, Delta won gold in the under-14s girls high jump and the 4x100 girls relay (alongside Chelsea). She also picked up a silver medal in the 80m hurdles event.
Former Albion Park Little Athletics member Teagan Berry was part of the NSW teams that won gold in the under-18s 4x100 girls relay and 1000 Swedish sprint medley events. She also collected silver in her 100m race.
Other highlights for Illawarra athletes included Tayissa Buchanan winning gold in the under-14s girls 800m race. Rosie Tozer collected a silver medal in the under-18s girls high jump.
James Healey, Ryan Keen, Grace Adams and Karlee Symonds also performed well at the championships.
