The teen, who cannot be identified for legal reasons, arrived at Puckey's Estate Reserve with his own mother on the afternoon of January 28 in time to catch the tail-end of the encounter, in which Anthony Brooks allegedly lunged at the victim and tried to grab her on the chest and shoulders.
The woman screamed and jumped back, prompting Brooks to walk off quickly towards Pioneer Road.
The woman told the teen and his mother what had happened to her, prompting the teen to follow Brooks to Fairy Meadow Railway Station while on the phone to police up[dating them on Brooks' location.
It is alleged Brooks turned around a number of times on the journey and told the boy to "f--k off", as well as claiming he'd called his brother, who he said was going to come and "beat the f--k out of" the teen if he didn't leave.
The teen told police he felt threatened but kept following Brooks until officers arrived and arrested Brooks.
He was charged with intimidating the teen, as well as assault and intimidation of the first victim.
She later told police she and her children were at the park that afternoon when she noticed Brooks staring at her from a bench next to playground equipment.
The woman, who was wearing a dress in the windy weather conditions, said she felt uncomfortable by the attention and went to her vehicle to put a pair of bike shorts on.
It is alleged Brooks walked up to the woman's car and stood in front of the vehicle watching her while she was getting changed, then came around to the driver's side door when she got out.
"Take off your pants or I will take them off for you," Brooks allegedly told the woman.
The victim, terrified, yelled at Brooks "no, go away, go away".
Brooks allegedly replied "don't scream or I will give you something to scream about" before lunging at her.
Brooks sought release on bail during an appearance in Wollongong Local Court last week, with his lawyer saying keeping him behind bars was "unjustified" given he was struggling with mental health problems and intended to defend the allegations.
Police opposed Brooks' release, noting the incident occurred in a busy park when there were numerous other families around.
"The threatening sexual nature of the accused's demands and behaviour caused the victim extreme fear for her safety also for her two young children," arresting officers said in documents tendered to the court.
"The accused's predatory behaviour caused [the woman] genuine fear that she was going to be sexually assaulted by the accused.
"The victim was extremely distressed by the incident and was visibly shaken."
Magistrate Susan McGowan refused Brooks bail on account of the strength of the case against him, prompting an outburst from Brooks.
