Just before 5pm on Sunday emergency services were called to Greenwell Point Road, Worrigee - five kilometres southwest of Nowra.
The caller had said a shed on the property had exploded and police were told the teens were working on a boat inside at the time.
Ambulance paramedics treated a 17-year-old boy before transporting him to Shoalhaven Hospital, where he was then airlifted to Royal North Shore Hospital in a critical condition.

The second teenage boy, also 17, was taken to Wollongong Hospital in a serious but stable condition.
Fire and Rescue NSW crews put out the fire but the explosion completely destroyed the shed.
South Coast Police District officers established a crime scene and began an investigation into the blaze.
The fire is not being treated as suspicious.
