John Morahan received a Public Service Medal for outstanding public service to the organisation during the Queen's Birthday Honours.
Mr Morahan started working in the police force as a junior clerk when he was 15 years old, before moving into the adult education sector.
"I have developed training programs for the police force," he said. "I most enjoyed working in covert policing training.
"I helped structure the training courses, ensured it met standards and was equitable for all students.
"I have enjoyed working with subject matter experts within the police force to use their knowledge and skills to create a valid training program.
"If something goes wrong, then the training of officers is looked at and the programs have to stand up to scrutiny."
In his role as principal tutor of training and assessment he was responsible for the Certificate IV in Training and Assessment, the first nationally accredited course in the NSW Police Force.
He also designed the assessment tasks and accompanying tools for the inaugural NSWPF Sergeant promotion process.
As manager professional development cell, special services group he has worked with subject matter experts to develop two existing training programs into the Advanced Diploma Surveillance and Undercover Operations.
Mr Morahan's innovative work has ensured the training and assessment of the next generation of police is of the highest quality.
He has set a high standard for professional training and assessment in the police force and enhanced skill levels within the undercover, surveillance and aviation fields.
The programs he has developed have been sought out by other police jurisdictions both in Australia and internationally.
Mr Morahan's promotions programs over the years have provided both police and administrative staff the opportunity to advance their skills and progress their careers.
Mr Morahan thanked his wife for her support over his career.
