Jamie Fleming's side was to play South Coast in the decider at Figtree Oval. The rain, however, proved too heavy, preventing the teams from taking the field.
The wash out came after both of Saturday's semi-finals were abandoned.
Rhys Voysey and Eric Denhartog combined to reduce Shoalhaven to 5-42 before the two sides shook hands.
South Coast and Highlands had more luck, however they were ultimately forced off as well.
Brynley Richards' side was 1-48 in response to Highlands 176 when the match was abandoned.
The Creighton Cup was to form the primary selection trial for the Greater Illawarra Zone Country Championships squad.
A team is likely to be announced this week.
The Country tournament will be held in Goulburn on November 20-22.
