The Shy Postie is proposed for the former Samba Brazil Bar & Grill at the lower end of Crown, next to South Coast BMW.
It will be "a coffee house meets small bar", according to their Facebook page, with "coffee, booze, music, art, culture".
Rather than choose a more central location, owners chose the lower end to capitalise on recently complete residential apartments and other residences that are in "close walking distance".
In their development application to Wollongong City Council, they believe their venue would enhance the precinct and increase its appeal for foot traffic with minimal environmental impact.
"The location of this proposed small bar business is within easy walking distance of a large number of residences (potential patrons) to the east on Smith, Church, Kembla Streets and Victoria and Smith Streets to the west," the applicant said.
Licensee and operations manager of the venue is Michael Bunnton. Opening hours proposed for 12pm to 2am seven days a week, with the cafe trading from 5am to 5pm.
"With a central location in Wollongong's CBD our targeted daytime customers will be local residents and workers and therefore there will be no extra traffic or parking demands," the DA said.
"Patrons attending after hours will be encouraged to use the after hours on street and public car parks provided on Crown Street and Keira Street."
The DA is on exhibition via council's website until November 4.
