Ms Ruge, 19, was tragically killed when a car struck her and a group of friends on the footpath outside a Wollongong club.
The Kiama aspiring model was critically injured and later died in hospital.
Two others, boyfriend and girlfriend Tye West and Eva Harrison, remain in hospital after they were struck by a car while walking along a footpath near the Collegians Club and Overboard surf store.
A 20-year-old male, Ms Ruge's boyfriend Luke Day, escaped injury when a Toyota Camry reportedly lost control, mounted the kerb and struck four pedestrians walking along the footpath, before hitting a power pole.
The driver of the car was also injured in the collision.
Libby's childhood friend Lili Ford started a Go Fund Me page, telling the Mercury she "wanted to give Libby the most amazing send-off possible".
"She deserves so much more than what the world has given her," Ms Ford said.
"I wanted to be able to make her final goodbye one that will never be forgotten.
"If her send-off is even half as amazing as she was it will be the best thing ever."
Ms Ford said she was blown away by the outpouring of support and money from the Illawarra community.
"I am so surprised with how much has been raised," Ms Ford said.
"Libby deserves every cent.
"I am so grateful that her family doesn't have to stress and she can have everything she deserves."
Ms Ford described her friend of eight years as the "most selfless, caring and loving person" and she was "shattered" by Ms Ruge's death.
"We could never have imagined this. It is our worst nightmare," Ms Ford said.
"She put everyone before herself and would move mountains for the ones she loved.
"She is irreplaceable. So generous and smart. So much more than a pretty face.
"Anyone who knew Libby knew how amazing she was. She lit up every room and put every person before herself.
"Libby had just got her dream job and was surrounded by her loving boyfriend of three years, Luke, as well as her beautiful parents and friends who would do absolutely anything for her, the same she would have for them."
