"He lost the kayak when he was coming out of the lake and was unaware that it had been recovered by police over the weekend," Lake Illawarra police said on Monday.
The alarm was raised on Saturday morning after a member of the public spotted an overturned kayak and a flotation bag - containing car keys - at Honeycomb Rocks, below Hill 60.
Police launched a multi-agency operation, with Surf Life Saving NSW and Marine Rescue NSW scouring the Illawarra coastline for any sign of the owner of the kayak.
"No one has been reported missing," Marine Rescue NSW posted on Twitter.
"It's possible the kayak could have been blown into the water by yesterday's southerly buster."
The Westpac Life Saver rescue chopper conducted an air search from Bass Point to Red Point but found nothing.
The search was suspended not long after.
About 2pm, Marine Rescue announced that crews had been stood down.
Honeycomb Rocks has been the scene of multiple rock-fishing deaths in the past.
