Police officers and paramedics attended an apartment complex in Crown Street opposite the WIN Entertainment Centre after receiving a triple-zero call about 3.15am yesterday.
There, paramedics found a 23-year-old man with a single gunshot wound to his thigh.
He was taken to Wollongong Hospital, where he underwent surgery for his injury.
His injury was not considered life-threatening and he remained in hospital in a stable condition yesterday.
"At this stage we have no reason to believe it was a random attack, and we're certainly following up on inquiries that the evidence is leading us towards," Wollongong Police District commander Superintendent Evan Quarmby said.
But he said investigators were following up all possible leads.
Police were yesterday waiting to speak to the victim about the shooting.
The type of firearm used in the attack had not been identified as of yesterday.
Investigators secured several crime scenes in the vicinity of the unit block in the morning as they worked to uncover exactly what happened.
"This is certainly an isolated incident, it is however a matter that we take extremely seriously, and we will be following up all avenues of inquiry," Superintendent Quarmby said.
A resident of the block of flats told the Illawarra Mercury that he thought he might have heard the gunshot in the night.
"It's not unusual for there to be arguments around here, but I wasn't expecting someone to get shot," the man said.
