A development application submitted to Wollongong City Council says the owner of Da Orlando wants to build a new two-storey building at the southern end of Church Street.
The proposed building would hold a takeaway pizza shop with commercial kitchen on the ground floor, and a two-bedroom residential unit on the first floor, intended as a home for the owner.
A single-storey weatherboard house currently standing on the block would be demolished.
The existing Da Orlando restaurant is nearby, on Keira Street.
"This proposed business enterprise is the first step in a longer term plan to establish additional capacity to sustain potential new stores," the application said.
The plans include a rooftop vegetable garden which would provide produce for the pizza shop.
The proposed takeaway shop would open to customers between 5pm and midnight each day.
With evening opening hours, the application said, there would be adequate on-street parking for customers.
The application said the proposed building met the objectives for mixed use developments, according to the council's development control plan.
It said the proposed development would have positive social and economic impacts.
"The operator is an established business within the Wollongong area," the application said.
"This proposal offers to opportunity to consolidate and diversify the business and is an exemplar of what the business enterprise corridor zoning can encourage."
The plans are up for exhibition on the council's website until June 10.
