She has since become known in the emergency management community as a leader in the area of lessons management and continual improvement.
Ms Stuart, of Unanderra, said she was honoured to receive a Queen's Birthday Meritorious Award.
"The work I do supports the work of the NSW SES volunteers who work tirelessly to support the communities of NSW - at all times of the day and night and in extreme weather conditions," she said.
"I am privileged to work with such dedicated people."
Ms Stuart also puts her time into being a member of the Zonta Club of Wollongong, part of an international volunteer organisation which works to empower women and girls through service and advocacy.
