Councillors will consider a report at Tuesday night's ordinary meeting that outlines potential options to improve the kiosk in the Lake Illawarra park.
Council officers prepared a business assessment that identified an upgrade of the kiosk as the best of three potential options, which also included transforming the amenity into a dual cafe-kiosk and or into a private restaurant.
The business assessment said upgrading the existing building was the most financially viable option, and could be done in such a way to offer a "more productive hospitality service".
It would also cater to existing facilities, it said, and be a quicker process.
The report said upgrading the kiosk into both a cafe and kiosk would optimise the existing facilities while providing an extra service for park users, but would require substantial investment.
Transforming it into a private restaurant would provide a new service and allow for the possibility of functions and events, the report said, but was not compatible with park users.
It would also demand a significant financial investment and significant planning work, including a planning proposal to rezone the land.
"The business assessment for Reddall Reserve Kiosk has identified that at this time there is insufficient evidence for a need greater than the current service of a kiosk at Reddall Reserve," the report said.
The upgrade of the kiosk was identified in Reddall Reserve master plan, which the council adopted in 2019, as an opportunity for improving the park and reinvigorating its northern end.
