The Dragons will be without NSW forward Tariq Sims and emerging back Cody Ramsey for Friday night's clash with the Panthers.
Sims is out for one week after taking an early guilty plea for a grade one careless high tackle, while Zac Lomax was handed a fine for the same charge.
Ramsey was taken to the dentist last weekend after a sickening head clash with Andrew McCullough caused serious damage to his teeth.
Coming into the side are Gerard Beale on the wing and Tyrell Fuimaono in the back row.
Josh Kerr also returns to the interchange, with Jaiyden Hunt dropping back to the reserves.
The rest of the side will line up as they did last week, with Bird at fullback and Corey Norman and Adam Clune combining in the halves.
McCullough will again captain the Dragons as Ben Hunt remains sidelined with a fractured arm.
