The Illawarra Stingrays midfielder, 25, told the Mercury she moved from the Wanderers in pursuit of more game time, after starting in five games last season.
"Canberra has such a great culture and they thrived under the new coach Vicki (Linton) last year drew me there. It's a better opportunity for me to learn and grow as a footballer. I want to become a more consistent player in the starting 11," she said.
"I'm really grateful for the past two seasons that I've spent with the Wanderers, they've really helped me become the footballer I am today."
Linton said she looked forward to working with Middleton in the nation's capital.
"Chloe brings a skillset that should complement other members of our squad," she said. "I look forward to bringing her into our environment and seeing her develop this season and contribute to the team."
