The development application for the project, which will be located on the corner of Minga and Cygnet avenues has been lodged with Shellharbour Council.
The land in question sits one block south of the Shellharbour council building.
The proposed development features eight storeys at the southern end of the block and five storeys elsewhere across the site.
The council height restrictions vary across the block - 18 metres at the southern end and 15 metres elsewhere - with officers noting the development would exceed those by 6.7 metres - which will require the developer to request an exemption.
As part of that exemption request developers noted that any height impacts would be "negligible", given that the 18 metres allowable would make it three metres higher than the closest neighbour.
The proposed development would feature a residential-commercial split, with 50 units made up a studio and one, two and three-bedroom apartments.

There will be 10 commercial spaces spread across the ground floor and first two levels, with a cafe also planned for level three.
The roof area will be used for "a BBQ area, landscaping, community garden and other amenities", according to the statement of environmental effects lodged as part of the development application.
Fifty residential parking spaces will be included, as well as 10 for visitors.
"There will inevitably be some additional traffic movements generated 'off-site' by staff and visitors associated with the proposed business premises tenancies who will park in the various public parking areas in the vicinity," the application's traffic report stated.
"However, it is not possible to quantify the magnitude of these movements or what part would be dual use or secondary to other visitations - eg Westfield, Council, town centre."
