Mr Ward told Parliament he was "deeply disappointed" with the assessment from Transport for NSW, which found no need to other roads into Kiama other than the narrow Saddleback Mountain Rd.
"Their assessment was unsatisfactory and unprofessional," he said.

"It appears Transport for NSW have relied on a report undertaken more than 5 years ago in July 2016 which was drawn up during school holidays when traffic is significantly lighter.
"This report must have been compiled by someone whose favoured mode of transport is a unicycle as the report goes on to deny the need for any additional egress or ingress off the M1 with the recommendation that the current road infrastructure, subject to minor amendments, is adequate.
"This is absolute nonsense. The existing road network, including South Kiama Drive and Saddleback Mountain Road barely copes now, particularly at peak times.
"A re-zoning of this nature will gridlock Kiama. We won't need additional car parking in the CBD as that's what residential streets will become thanks to this myopic and incomprehensible response from someone who clearly has no understanding of the Kiama community."
Transport for NSW was contacted for comment but was unable to respond by Friday afternoon.
