Anthony Turner, of Surf Life Saving NSW, said by the time life savers arrived the boat had already overturned.
"Prior to that they were doing the right thing, they were inside the channel," Mr Turner said.
"They had motor problems, couldn't get the motor started and drifted out with the tide fairly quickly.
"They did have paddles and tried to get back in but couldn't with the current.
"Large swells brought them back into the surf zone where large waves were breaking 200 metres off shore.
"It was quite a frightening experience for them.
"When the vessel capsized, it was remarkable both were uninjured.
"They were wearing lifejackets which kept them afloat in that surf zone.
"One was assisted by a local surfer and the other got himself out of the water."
Mr Turner said both men were checked over by NSW Ambulance and allowed to go home.
Windang SLSC then retrieved boat and returned it to the occupants who were quite happy to be safe and have it returned.
Mr Turner said the boating incident highlighted the importance of always checking equipment and ensure motorised vessels are in good operational order.
He said it also showed the importance of having appropriate safety equipment.
